Your home’s needs
Your property must require energy efficiency upgrades, which will be determined by the free home retrofit assessment.
Your ownership status
You must own your home or if you’re a tenant, you must have your landlord’s permission for upgrades. This includes properties owned by social housing providers or management companies.
Income-related benefits
You or someone living in your home must receive any of the following benefits:
- Child Benefit
- Pension Guarantee Credit
- Income-related ESA
- Income-based JSA
- Income Support
- Tax Credits (Child and Working)
- Universal Credit
- Housing Benefit
- Pension Credit Saving Credit
Even without these benefits, local authorities can refer you under ECO Flex for additional support.

If you don't qualify through the benefits listed above, ECO4 Flex might still cover you. This part of the scheme allows local authorities, the Scottish and Welsh governments, and energy suppliers to refer households that could benefit from energy efficiency improvements.

You have a combined gross annual household income of less than £31,000.
Health records
You or someone in your home suffers from a serious or chronic health issue worsened by cold conditions, including:
- Heart-related illnesses
- Lung or breathing problems
- Reduced mobility
- Weakened immune system
